What's happening
This bill prohibits requiring police agencies to meet minimum violation or arrest quotas in agreements involving automatic license plate reader systems.
Why it matters
Prevents external pressure for arrest/violation targets. By banning minimum quota requirements in agreements for using automatic license plate reader (ALPR) systems, the bill aims to ensure that police actions are not influenced by contractual obligations to private vendors, reducing the risk of policing decisions driven by profit motives rather than public safety.
Protects police discretion and community trust. The legislation helps safeguard officers’ ability to use their judgment in making stops or arrests, potentially preventing unnecessary or unjustified enforcement actions that could erode community trust.
Limits commercialization of law enforcement tools. By prohibiting performance-based quotas in ALPR agreements, the bill addresses concerns over private companies leveraging law enforcement contracts primarily for revenue generation, rather than for effective or ethical policing outcomes.
