What's happening
This bill requires New York State to annually fund any increases in tuition credit for higher education starting in fiscal year 2019-2020.
Why it matters
Stabilizes Tuition Assistance. By mandating annual state funding for any increases in tuition credit, the bill ensures that students receiving financial aid won't lose out if tuition credits rise, maintaining the value of their assistance and protecting affordability.
Limits Cost-Shifting to Students or Colleges. The requirement for state appropriations means that universities or students themselves won't be forced to cover future increases in tuition credit, preventing unexpected financial burdens on families or institutional budgets.
Long-Term State Financial Commitment. The bill locks the state into an ongoing obligation to fund tuition credit increases starting in the 2019-2020 fiscal year, which could impact budgeting and priorities for other state programs.
Supports Educational Access and Equity. By guaranteeing state support for tuition credit increases, the measure aims to make higher education more accessible and predictable, especially for lower- and middle-income families who rely on such credits to attend college.
