What's happening
This bill allows New York taxpayers to make voluntary donations to the Love Your Library Fund through their tax returns and requires annual reporting on fund usage.
Why it matters
Provides a new, simple way for both individuals and businesses to support public libraries. By adding a voluntary donation option on state income tax forms, the bill makes it easy for taxpayers to directly channel funds to the Love Your Library Fund without affecting their tax liability.
Increases transparency and accountability for donated funds. The Department of Education will be required to publish an annual report detailing exactly how the donated money was used, who received funds, the amounts awarded, and the selection process—giving the public greater insight into the impact of their contributions.
Expands the funding sources for libraries. By allowing donations from corporate and personal income tax returns, the fund could grow beyond its previous reliance on revenues from specialized sources like DMV transactions, potentially leading to more resources for library programs and services.
Aims to build public trust and encourage giving. The detailed financial reporting, including future plans and past results, is designed to reassure donors that their contributions are being managed responsibly, which could foster increased charitable giving to support New York’s libraries.
