What's happening

This bill extends the current commercial fishing, lobster, crab, whelk/conch, and charter boat licensing limits and eligibility rules through 2019.

Why it matters

  1. Extends the status quo for another year. , providing stability for commercial fishers, lobsterers, crabbers, whelk/conch harvesters, and charter boat operators who rely on predictable licensing and permit rules for business planning and investment.

  2. Restricts new entrants. , as eligibility for most licenses and permits remains limited to those who held them the previous year or, for a small number of new licenses, to those who meet specific income or apprenticeship criteria. This helps protect established fishers from sudden increases in competition but can make it harder for newcomers to enter the industry.

  3. Caps total licenses and permits. at existing or previously set levels, reflecting ongoing concerns about overfishing, resource sustainability, and the need to manage marine populations responsibly. These caps are based on 2017 or 2018 issuance numbers, not allowing for automatic expansion.

  4. Continues the prioritization of experienced or trained applicants. for any newly available licenses, including preferences for those completing state-sanctioned apprenticeships or demonstrating substantial commercial fishing income, which can help maintain safety and professionalism in the industry.
