What's happening

This bill requires vehicle registrants to provide express, written consent before their registration information can be shared for purposes not related to warranties, recalls, or statistical reports.

Why it matters

  1. Strengthens privacy protections. by shifting from an "opt-out" to an "opt-in" system—vehicle registrants must now give explicit, written consent before their personal registration information can be shared for non-essential purposes.

  2. Limits commercial or third-party access. to vehicle owner data, potentially reducing unwanted marketing, solicitations, or unauthorized use of personal information that can arise from widespread data sharing.

  3. Increases transparency and control for consumers. by requiring the state to inform registrants at the time of registration or renewal about how their information may be used and how to provide or withhold consent.

  4. Exempts critical uses. such as manufacturer recalls, warranty notifications, and statistical compilations, ensuring that essential safety and regulatory communications are maintained while tightening controls on all other uses.
