What's happening
This bill authorizes the Town of Webster to sell certain parkland to the school district for athletic field expansion, requiring replacement parkland of equal value.
Why it matters
Ensures no net loss of parkland or value for the community. The bill requires the Town of Webster to acquire or improve other parkland of equal or greater value as a condition of selling existing parkland, protecting public recreational resources.
Enables school expansion while balancing community interests. By allowing the sale of parkland specifically for school athletic field expansion, the bill addresses educational and extracurricular needs without sacrificing green space, as replacement or improved parkland is mandated.
Protects against misuse or undervaluation of public land. The legislation mandates that the parkland must be sold at fair market value and that any shortfall in the value of replacement land must be compensated through further land acquisition or facility improvements.
Upholds federal oversight if applicable. If the parkland has received federal funding, the bill stipulates that all relevant federal requirements must be met before the sale, ensuring compliance with national standards for parkland conversion and public benefit.
