What's happening

This bill allows the town of Webster to sell certain parklands to the Webster Central School District for expanding sports fields, provided new parkland or improvements are made with the proceeds.

Why it matters

  1. Ensures No Net Loss of Public Recreational Space. The bill requires that any proceeds from the sale of parkland must be reinvested by the Town of Webster into new parklands or improvements to existing recreational facilities, maintaining or enhancing local access to green and recreational spaces.

  2. Promotes Community Benefit Through Land Transfer. By allowing the school district to expand sports and recreational fields, the bill supports broader community use of these facilities and potentially enhances youth sports, physical education, and community recreation opportunities.

  3. Protects Against Federal Funding Complications. If the parkland was purchased or improved with federal funds, the bill mandates compliance with federal requirements, ensuring that any replacement land is of equal value and utility, thus safeguarding federal investment and public benefit.

  4. Sets Precedent for Future Parkland Alienation. The legislation’s detailed conditions—such as fair market value sales and mandated reinvestment—could serve as a template for other municipalities considering similar actions, emphasizing accountability and public interest.
