What's happening

This bill allows New Yorkers to voluntarily donate to a new fund for public hospitals via their tax returns, supporting grants to prevent hospital closures.

Why it matters

  1. Creates a dedicated “public hospitals fund,”. ensuring that all voluntary donations go exclusively to supporting public hospitals through grants, rather than being absorbed into the state’s general budget.

  2. Prevents state budget cuts to public hospitals. by specifying that donated funds cannot be used to justify reducing existing government funding, safeguarding baseline support and making donations an additional resource.

  3. Sets up a transparent grant-awarding process,. requiring the Department of Health to consider factors like community impact, hospital need, quality, specialties, and size when distributing funds, thus aiming to direct resources where they’re most needed.

  4. Mandates annual public reporting. on how much money is collected, who receives grants, and for what purposes, providing accountability and allowing taxpayers to see the impact of their contributions.
