What's happening

This bill adds electronic cigarette cartridges to the definition of taxable tobacco products in New York State.

Why it matters

  1. Expanding the definition of "tobacco products" to include e-cigarette cartridges means these products will face the same taxes as traditional tobacco, potentially raising their retail price and impacting consumer choices.

  2. By explicitly defining "electronic cigarette" and "electronic cigarette cartridge" in state law, the bill closes loopholes that previously allowed these items to be sold without the same regulatory oversight or tax burden as other tobacco products.

  3. Taxing e-cigarette cartridges could influence public health by making vaping less financially attractive, especially to younger users, while also generating additional revenue for the state that could be allocated to health initiatives or tobacco prevention programs.
