What's happening
The bill requires at least one staff member in every New York school to be trained in the Heimlich maneuver and present during student meals.
Why it matters
Increases Student Safety. By mandating a trained staff member be present during all student meal times, the bill aims to directly reduce the risk of choking incidents leading to injury or death.
Sets a Uniform Standard Statewide. The requirement applies to every school building—public, charter, vocational, and annexes—creating consistent safety protocols across diverse educational settings.
May Require New Training and Resources. Schools will need to identify, train, and possibly hire staff to meet this mandate, impacting budgets and operational planning, especially in larger schools or those with multiple eating areas.
Enables Regulatory Oversight. The commissioner’s authority to create regulations ensures that training standards and implementation can be updated and enforced, potentially leading to evolving requirements as best practices change.
