What's happening

This bill adds Ulster County to the list of Hudson Valley counties eligible for community preservation funds in New York.

Why it matters

  1. Expands local funding options for land conservation and community projects. By making Ulster County eligible for community preservation funds, towns and cities in the county can now raise money (often via a dedicated real estate transfer tax) for protecting open space, farmland, historic sites, and water resources, which could help preserve local character and environmental quality.

  2. Impacts development and housing policy. Access to these funds may affect how land is developed or preserved in Ulster County, potentially slowing down certain types of development in favor of conservation efforts, and influencing local debates on housing, land use, and growth.

  3. Aligns Ulster County with neighboring counties. Including Ulster alongside Putnam and Westchester could foster more regional cooperation on environmental and community preservation priorities, and allow Ulster municipalities to pursue similar initiatives as their Hudson Valley neighbors.
