What's happening

This bill exempts licensed private investigators, armed security guards, and armored car guards from certain weapon restrictions while on duty, provided they meet specific training and licensing requirements.

Why it matters

  1. Expands weapon carry rights for specific professionals. The bill allows licensed private investigators, armed security guards, and armored car guards who meet training and licensing requirements to possess large-capacity magazines and certain impact weapons (like batons and billy clubs) while on duty, which previously were restricted under New York law.

  2. Establishes mandatory firearms and defensive weapon training. To qualify for these exemptions, individuals must complete a rigorous 47-hour firearms training course and any additional weapon-specific training as set by the state police, helping to ensure responsible and lawful weapon use in these professions.

  3. Limits exemptions to duty-related activities. The right to possess these weapons applies strictly while performing official job duties or traveling between home and the workplace, aiming to balance public safety with the needs of security-related fields.

  4. Potentially impacts public safety protocols and private security operations. By expanding what tools security professionals can legally carry, the bill could enhance their ability to respond to threats, but also raises considerations about oversight, accountability, and training standards in the private security sector.
