What's happening
This bill bans the sale of expanded polystyrene loosefill packaging in New York unless it contains increasing amounts of recycled material, reaching 100% by 2023.
Why it matters
Forces manufacturers and wholesalers to transition quickly toward full use of recycled materials. , which could drive significant changes in how packaging is designed, sourced, and produced across the industry.
Promotes the development of local recycling infrastructure and markets. , since manufacturers will need reliable sources of recycled polystyrene to meet the escalating requirements, potentially creating new green jobs and business opportunities.
Aims to sharply reduce landfill waste and environmental pollution. by making it illegal to sell expanded polystyrene loosefill (like packing peanuts) unless it contains mostly, and eventually only, recycled content—addressing a major source of plastic pollution.
Creates a clear legal timeline for compliance. , which could pressure companies to innovate or switch to alternative packaging materials if recycled polystyrene supplies are insufficient, impacting packaging costs and choices for businesses and consumers.
