What's happening

This bill requires oil delivery companies to immediately clean up residential heating oil spills, including soil replacement, with fines for violations.

Why it matters

  1. Protects homeowners from health and property risks. by mandating immediate clean-up and soil replacement after heating oil spills, reducing long-term exposure to contaminated soil and potential indoor air hazards.

  2. Shifts financial and legal responsibility to oil delivery companies. , ensuring that the burden of remediation and associated fines falls on the company rather than the homeowner, which may incentivize better safety practices.

  3. Establishes clear, escalating penalties for non-compliance. , with fines increasing for repeated offenses and a maximum cap, creating a strong deterrent for negligent delivery practices.

  4. Sets a strict 24-hour remediation timeline. , meaning residents benefit from prompt action that minimizes environmental damage and household disruptions after a spill.
