What's happening
This bill creates a $1,500 wage tax credit for employers who hire New York National Guard members, reservists, volunteer firefighters, or EMS personnel.
Why it matters
Encourages hiring of service-oriented community members. By creating a tax credit for employers who hire National Guard members, reservists, volunteer firefighters, and EMS personnel, the bill incentivizes businesses to support those who serve the state and local communities, potentially strengthening workforce ties to public service.
Provides targeted support for job stability. The credit is only available if the employee has been retained for at least six months, promoting job stability and longer-term employment for these groups, rather than short-term or symbolic hires.
Directly supports employers financially. The $1,500 tax credit per qualifying employee can be significant for small and medium-sized businesses, potentially offsetting costs associated with hiring and retaining employees who may have periodic service obligations (such as military or emergency service deployments).
Promotes compliance with federal employment protections. For National Guard and reservist hires, eligibility for the tax credit is contingent on employer compliance with the Uniformed Services Employment and Reemployment Rights Act (USERRA), reinforcing legal protections for service members in the workplace.
