What's happening

This bill requires inspection and regulation of all electric and gas meters used by any end use customer in New York.

Why it matters

  1. Expands oversight to all meters. By specifying that every electric and gas meter serving any end-use customer must be inspected and regulated, this bill closes potential loopholes and ensures universal consumer protection across residential, commercial, and industrial users.

  2. Greater accuracy and fairness. Requiring comprehensive inspection and approval of all meters helps guarantee accurate billing, reducing the risk of overcharges or undercharges that could harm customers or utility providers.

  3. Stronger accountability for utilities. Utilities and municipalities can no longer install or use unapproved meter types, increasing their responsibility to use only commission-approved, tested, and reliable equipment.

  4. Foundation for modernized standards. By mandating regulatory updates, this bill could pave the way for new rules adapting to emerging technologies (like smart meters), ensuring that oversight keeps pace with innovation in the energy sector.
