What's happening

This bill requires health insurance policies in New York to cover genetic testing and related treatments for individuals at significant risk of cancer, and prohibits discrimination based on genetic characteristics.

Why it matters

  1. Expands access to preventative care. by making genetic testing and related treatments available to people at higher risk for cancer, potentially allowing for earlier detection and intervention, which can improve outcomes and lower long-term healthcare costs.

  2. Protects patient privacy and autonomy. by strictly prohibiting insurers from using or disclosing genetic test results for any purpose other than providing necessary coverage, helping to safeguard sensitive medical information.

  3. Reduces fear of insurance discrimination. by ensuring that individuals cannot be denied or lose insurance coverage due to genetic predispositions, which may encourage more people to seek genetic testing without worrying about negative repercussions.

  4. Standardizes coverage criteria. by defining what constitutes "significant risk" for cancer (e.g., family history, multiple cases in a family, early-age diagnoses), providing clearer guidelines for both patients and insurers about who qualifies for coverage.
