What's happening
This bill requires lottery sales agents in New York to return lottery tickets to customers after verifying if they're winners.
Why it matters
Protects against potential fraud and theft. By requiring lottery agents to immediately return all verified tickets (winning or not), the bill helps prevent agents from dishonestly keeping winning tickets and falsely telling customers they are not winners.
Improves transparency and trust in the lottery process. Mandating the return of tickets ensures customers can double-check results themselves or seek a second opinion, which can build public confidence in the integrity of the lottery system.
Empowers consumers and supports fair play. This change gives lottery players more control over their own tickets and outcomes, reducing the risk of disputes and making the process more user-friendly, especially for less experienced or vulnerable customers.
