What's happening

This bill allows New York municipalities to make purchases using contracts held by other municipalities or districts within the state.

Why it matters

  1. Expands cooperative purchasing options. By allowing municipalities to use contracts from any other municipality or district in New York, the bill greatly broadens access to pre-negotiated deals, potentially saving time and administrative resources.

  2. Potential for significant cost savings. Municipalities are required to consider whether using another district’s contract will actually deliver cost benefits when all factors (like delivery, service, and material charges) are considered, which could lead to smarter, more economical public spending.

  3. Promotes government efficiency and flexibility. The change enables smaller or less-resourced municipalities to benefit from the bargaining power of larger entities or those with specialized purchasing expertise, leveling the playing field and fostering more consistent procurement standards across the state.

  4. Maintains oversight and accountability. The bill keeps in place requirements for local audits and inspections, as well as ensures each municipality or district is solely responsible for payments, thereby preserving fiscal controls and transparency even as more flexible purchasing is allowed.
