What's happening
This bill requires that, once certain production and pricing conditions are met, all low-sulfur diesel fuel sold in New York must include biodiesel as its lubrication additive.
Why it matters
Promotes renewable energy and agricultural products. By mandating biodiesel (derived from plant oils or animal fats) as the lubrication additive in low-sulfur diesel fuel, this bill could boost demand for locally produced, renewable biofuels, benefiting New York’s agricultural and biofuel industries.
Links policy to production and pricing safeguards. The requirement only triggers after New York’s annual biodiesel production exceeds 12 million gallons and either a federal price incentive is in place or a set date is reached, reducing the risk of supply shortages or sudden price increases for consumers and businesses.
Environmental and public health implications. Replacing petroleum-based additives with biodegradable biodiesel may reduce harmful emissions and pollutants associated with diesel fuel, contributing to improved air quality and public health outcomes.
State-federal policy coordination. The bill ties implementation to federal tax actions or credits, illustrating how state-level environmental and energy policy can be designed to align with national economic incentives and regulatory initiatives.
