What's happening
This bill increases Medicaid co-payments for prescription drugs and other services by eliminating exemptions for certain groups and expanding covered services.
Why it matters
Removes existing exemptions from Medicaid co-payments for key groups. children under 21, pregnant women, and many managed care enrollees would now have to pay co-pays, which could make it harder for these vulnerable populations to afford needed medications and services.
Expands which Medicaid services require co-payments. almost all covered services (except diagnostic services) will now require a co-pay, increasing out-of-pocket costs for Medicaid recipients and potentially discouraging use of some healthcare services.
Co-payments must be paid up front at the time of service. this immediate payment requirement could create additional barriers to access for low-income patients who may not have funds available when care is needed.
Empowers state agencies to implement changes quickly. the bill gives the commissioner of health broad authority to adopt regulations and procedures on an emergency basis, meaning these changes could be rolled out rapidly, with limited opportunity for public input or delay.
