What's happening
This bill requires individuals to reside in New York for at least 90 days before becoming eligible for state medical assistance.
Why it matters
Could delay access to essential healthcare. for new arrivals, including people moving to New York for work, family, or safety, potentially putting their health at risk during the first 90 days of residency.
May disproportionately impact vulnerable populations,. such as homeless individuals, domestic violence survivors, or those fleeing emergencies, who might be unable to prove residency or wait three months for coverage.
Could reduce immediate costs to the state. by limiting the number of people eligible for medical assistance in the short term, but might lead to higher long-term costs if individuals delay care and develop more serious health issues.
Creates administrative challenges. for local agencies and healthcare providers, who will need to verify residency duration, potentially increasing paperwork, processing times, and the risk of errors or wrongful denials.
