What's happening

This bill requires the Secretary of State to email local governments copies and summaries of all new laws enacted after January 1, 2018.

Why it matters

  1. Improves Local Government Awareness. By requiring the Secretary of State to email all newly enacted laws and their summaries, the bill ensures that local governments are promptly informed about legal changes that could affect their operations or policies.

  2. Supports Compliance and Implementation. Providing summaries and implementation requirements helps local officials understand not just what the law says, but also what actions they need to take, potentially reducing confusion and costly compliance errors.

  3. Modernizes Communication. Mandating electronic mail delivery leverages digital communication for faster, more reliable, and cost-effective dissemination of important legal information, replacing slower or less consistent notification methods.

Who cares

  • Secretary of state

Would be required to email a copy of every law enacted on or after January 1, 2018, with a brief summary and its implementation requirements, to a representative of each local government in the state.

  • Local government representatives

Would receive direct email notices covering all new state laws, not just those specifically affecting local governments.

  • Local government officials and staff

Would have summaries and implementation requirements delivered to their government's representative to help them identify obligations under new state laws.
