What's happening
This bill limits annual rent increases for major capital improvements in rent-regulated housing to 6% per year in New York.
Why it matters
Limits landlords from imposing large, sudden rent hikes. due to major capital improvements, ensuring tenants are not forced to pay more than 6% extra per year, even if building upgrades were expensive.
Improves housing stability for rent-regulated tenants. by making future rent increases more predictable and manageable, potentially reducing displacement from unaffordable rent jumps.
Requires any approved rent increase above 6% to be spread out over multiple years. , preventing landlords from collecting multiple 6% increases in a single year and smoothing out costs for renters.
Balances landlord investment incentives with tenant protections. , as landlords can still recoup improvement costs over time, but cannot do so at the expense of tenant affordability.
