What's happening
This bill requires New York's housing agency to create a public online database of major capital improvements made by landlords in large cities.
Why it matters
Increases transparency for tenants and the public. by providing detailed, easily accessible information about major capital improvements (MCIs) that landlords use to justify rent increases in large cities.
Empowers tenants and advocacy groups. to verify the legitimacy and cost of improvements claimed by landlords, potentially helping to challenge unwarranted rent hikes or spot patterns of abuse.
Standardizes the reporting of MCIs. by requiring specific details (cost, make/model, purchase source, installer, and installation cost), which could help prevent fraud, inflate costs, or the use of substandard materials.
Facilitates oversight and policy analysis. by creating a centralized data source for government agencies, researchers, and journalists to monitor housing trends, spending, and compliance with housing regulations.
