What's happening
This bill prohibits retail lease agreements from charging lessees a turn-in fee for administrative, handling, or clerical charges at lease end.
Why it matters
Eliminates "turn-in" fees. By banning administrative, handling, or clerical charges at the end of a retail lease, the bill prevents lessors from adding hidden or unexpected costs when you return leased property (such as a car).
Improves transparency and predictability. Lessees will know up front that no extra administrative fees can be added at lease end, making it easier to compare lease offers and budget throughout the lease term.
Protects consumers from double-charging. Many lease agreements already include administrative costs in monthly payments; this law ensures consumers aren’t charged again for similar services at the end of their lease.
Applies to future agreements. The law only affects leases signed after its effective date, so current lessees may still be subject to these fees until they enter a new agreement.
