What's happening
This bill ensures Medicare beneficiaries in New York receive Medicaid payments for certain durable medical equipment at levels equal to non-Medicare recipients, minus any Medicare payments.
Why it matters
Addresses a disparity for dual-eligible patients. The bill ensures that New Yorkers who qualify for both Medicare and Medicaid (“dual eligibles”) receive the same Medicaid payment rates for certain durable medical equipment (DME) as those who have only Medicaid, which could prevent underfunding or access issues for people with complex medical needs.
Specifically targets essential assistive devices. The focus on wheeled mobility devices (like wheelchairs), wheelchair accessories, and speech-generating devices highlights the bill’s potential impact on individuals with significant disabilities who rely on this equipment for daily functioning and communication.
May improve access and outcomes for vulnerable populations. By aligning payment procedures and rates, the bill could make it easier for providers to supply DME to Medicare-Medicaid beneficiaries, reducing administrative hurdles and promoting better health and independence for people who might otherwise face coverage gaps.
Potential to influence provider participation. Ensuring adequate reimbursement may encourage more suppliers to serve dual-eligible beneficiaries, addressing possible shortages or delays in obtaining medically necessary equipment.
