What's happening

This bill creates a personal income tax check-off to allow donations to a new fund supporting school-based health centers in New York.

Why it matters

  1. Empowers taxpayers to directly support school health initiatives. By adding a check-off box for voluntary donations on income tax forms, the bill gives New Yorkers an easy, official way to fund school-based health centers, potentially increasing resources for student health without raising taxes.

  2. Creates a dedicated, transparent funding stream. All donations are placed in a special fund used solely for school-based health center services, with annual public reporting required. This ensures accountability about how donations are used, who receives the funds, and what health services are delivered.

  3. Supports expansion and improvement of student health services. The fund can be used both to enhance services at existing centers and to establish new ones, expanding access to physical, mental, and preventive health care for students statewide—including services like chronic disease management, mental health counseling, screenings, and immunizations.

  4. Safeguards existing public funding. The bill specifies that money from the new fund is supplemental and cannot replace or reduce other state appropriations for school-based health centers, ensuring this initiative adds to, rather than diverts from, current support.
