What's happening

This bill requires mandatory training for political committee treasurers in New York, including initial and recurring instruction on campaign finance regulations.

Why it matters

  1. Raises the standard of financial oversight. by ensuring all treasurers of political committees in New York must quickly learn and regularly refresh their knowledge of campaign finance laws, reducing the risk of accidental violations due to ignorance.

  2. Creates clear accountability mechanisms. , as treasurers who don't complete the required training will receive formal delinquency notices—alerting both them and the candidates they serve—establishing a paper trail for noncompliance.

  3. Makes compliance more accessible. by requiring the state board of elections to offer online, recorded training, which supports participation by treasurers with varying schedules and geographic locations.

  4. Offers a corrective (rather than solely punitive) approach. , allowing courts or settlement agreements to substitute or supplement financial penalties with remedial training, emphasizing education and prevention over punishment.
