What's happening

This bill ensures all New York municipalities over 200,000 people receive equal per capita state aid, matching the highest rate.

Why it matters

  1. Addresses funding disparities. by ensuring all large municipalities (over 200,000 residents) receive state aid at the same per capita rate as the municipality currently receiving the highest amount, potentially correcting historic imbalances.

  2. Could significantly increase state aid. for certain large cities (other than the current highest recipient), leading to more equitable resources for public services, infrastructure, and local programs that directly impact residents.

  3. Ties funding to population, not politics or legacy formulas. , making the allocation process more transparent and predictable for local governments planning budgets and services.

  4. Includes a safeguard for limited funds. if the state cannot fully fund the higher aid amounts, available aid will be distributed proportionally, which helps prevent abrupt funding shortfalls but may still leave some needs unmet.

Who cares

  • Municipalities with more than 200,000 residents

The bill would raise their per-capita aid to the highest level calculated for any municipality above that population threshold, starting in state fiscal year 2017.

  • Municipal budget officials

Additional aid would be prorated among eligible municipalities if available funds are insufficient, affecting how much they could budget for.

  • State budget officials and lawmakers

The bill would establish an ongoing equal-per-capita aid requirement for municipalities with more than 200,000 residents.
