What's happening
This bill requires salary and benefit increases for heads of police departments to match those given to their highest-ranking subordinates, except in very large departments.
Why it matters
Ensures pay equity for heads of police departments. by mandating that their salary and benefits increase at least as much as their highest-ranking subordinate’s when that subordinate receives a raise—helping avoid situations where a subordinate could earn more than the department head.
Covers both salary and a wide range of benefits. (including health insurance, welfare benefits, and pension or annuity contributions), making the rule broader than just base pay and addressing total compensation competitiveness.
Excludes very large police departments (575+ officers) and unionized chiefs. , focusing the mandate on small- and medium-sized departments where pay disparities and recruitment issues for top leadership are more likely to arise.
Allows local flexibility. by letting municipalities decide whether to include overtime, holiday, and shift differential pay in the chief’s compensation, recognizing that leadership roles may differ in how these are typically earned or applied.
