What's happening
This bill directs the Division of Housing and Community Renewal to study and report on non-rental fees charged by regulated landlords.
Why it matters
Increased Transparency for Tenants. By requiring a detailed report on non-rental fees (like application, late, or amenity charges), tenants in rent-regulated housing will gain clearer insight into what extra costs they might encounter, helping them make more informed housing decisions.
Potential Policy Reform Foundation. The findings could highlight patterns of excessive or inconsistent fees, providing evidence for future legislative or regulatory action to limit or standardize such charges in rent-regulated units.
Accountability for Landlords. The study may deter landlords from imposing unreasonable or hidden fees, knowing their practices will be scrutinized and reported to lawmakers.
Data-Driven Decision Making. Collecting and analyzing this data ensures that any future changes to housing policy regarding non-rental fees are grounded in actual conditions, rather than anecdote or assumption.
