What's happening

This bill repeals section 1105-c of the tax law, eliminating reduced tax rates for certain gas and electric services in New York.

Why it matters

  1. Energy costs for consumers could rise. The repeal eliminates reduced tax rates on certain gas and electric services, which may lead to higher utility bills for households and businesses that previously benefited from the lower rates.

  2. Potential impact on low-income and vulnerable populations. Those who are more sensitive to changes in energy prices—such as seniors, low-income families, and small businesses—might be disproportionately affected by the removal of these tax reductions.

  3. Increased state tax revenue. By ending the reduced rates, New York State stands to collect more in sales tax from gas and electric services, which could be used to fund other state priorities or address budget gaps.

  4. Possible influence on energy consumption and policy. The change could affect consumer choices regarding energy use and may interact with broader state efforts on energy policy, affordability, or environmental goals.
