What's happening
This bill updates and increases the monthly public assistance grant amounts and income disregards for social services in New York.
Why it matters
Increases monthly assistance amounts. The bill raises the "standard of monthly need" and the maximum grant levels for public assistance, directly increasing the cash benefits available to low-income individuals and families. This could help recipients better afford essentials like food, clothing, and utilities, potentially reducing hardship.
Updates income disregard rules. By raising the amount of earned income that is disregarded when calculating eligibility (from $90 to $200) and increasing the percentage of remaining earnings disregarded (from 42% to 67%), the bill makes it easier for recipients to work without losing benefits as quickly. This change may incentivize employment and help families transition to greater financial independence.
Repeals outdated provisions and simplifies law. The bill removes obsolete grant schedules and related language from the law, streamlining the rules and potentially making the system easier for both recipients and administrators to understand and navigate.
Adjusts benefit calculations to current needs. By eliminating a provision that automatically tied income disregard percentages to federal poverty guidelines, the bill establishes fixed, higher disregard rates, offering more predictable support for working recipients regardless of year-to-year federal adjustments.
