What's happening

This bill requires a statewide evaluation of legal and illegal gambling in New York, including its social impacts and demographics.

Why it matters

  1. The bill mandates a comprehensive, independent study of both legal and illegal gambling in New York, including activities like lottery, horse racing, Native American casinos, Internet gambling, sports betting, and poker, which means policymakers will have detailed data on the full spectrum of gambling behaviors.

  2. By requiring demographic breakdowns (age, race, income, education, sex, and other relevant factors), the evaluation aims to identify which groups are most affected by gambling, potentially informing targeted prevention and support programs.

  3. The study must estimate not only participation rates, but also the amount of money wagered and lost in each activity, offering insight into the financial impact of gambling on residents and helping quantify the economic scale of both legal and underground markets.

  4. A critical analysis of the links between problem gambling and serious social issues (like bankruptcy, domestic violence, suicide, and crime) is required, which could justify changes in regulation, funding for social services, or new public health interventions based on the findings.
