What's happening

This bill creates a program to sell certain state-owned land for $1 for affordable housing or recreation in qualifying counties.

Why it matters

  1. Targets land in specific counties. The program only applies to state-owned land in counties with a population density between 1,600 and 5,000 people per square mile, and specifically excludes the largest cities (those with over 1 million residents). This focuses the benefits on moderately dense, non-urbanized areas that may have unmet affordable housing or recreation needs.

  2. Strict eligibility and usage requirements. Only land identified as “non-essential or non-preserved” can be sold, and it must be used for affordable housing or recreational purposes. This helps guard against the loss of valuable or protected public assets and ensures the land serves a public good.

  3. Built-in accountability. If the land is not used for its intended purpose within two years of transfer, ownership automatically reverts to the state’s Office of General Services. This reduces the risk of land speculation or neglect, and strengthens the focus on prompt, community-oriented development.
