What's happening
This bill requires that any new or increased state fees deposited in the general fund automatically expire after two years.
Why it matters
Creates a built-in "sunset" for state fees. By requiring that any new or increased state fees deposited in the general fund automatically expire after two years, this bill would force lawmakers to actively revisit and justify these fees instead of letting them continue indefinitely.
Limits long-term revenue planning. State agencies and budget planners would have to account for the temporary nature of new fee revenues, potentially making it harder to rely on them for sustained funding of programs or services.
Increases legislative oversight and accountability. Lawmakers would need to periodically debate and reauthorize any fees they wish to keep, giving the public more frequent opportunities to weigh in and increasing transparency around government revenue measures.
Potential impact on state services. If expiring fees are not renewed, funding gaps could emerge, possibly affecting the continuity or quality of state-provided services unless alternative revenue sources are identified.
