What's happening
This bill requires New York to create a statewide cigarette butt recycling program, including collection sites, deposit refunds, and public education.
Why it matters
Establishes infrastructure for cigarette butt recycling statewide. , requiring at least one collection facility per county, which could make it more convenient for people to properly dispose of cigarette waste and reduce litter in both urban and rural areas.
Creates a deposit-refund system for cigarette butts. , offering a minimum of one cent per returned butt. This financial incentive could motivate smokers and others to collect and return cigarette litter, potentially reducing environmental contamination.
Mandates public education and collaboration with manufacturers. , aiming to raise awareness about the environmental harm caused by cigarette butts and require anti-litter messages on packaging. This could shift social norms and support long-term reductions in tobacco product litter through both consumer behavior and industry responsibility.
