What's happening

This bill prohibits banks from charging surcharge fees at ATMs located on State University or City University of New York property.

Why it matters

  1. Reduces financial burden on students and campus visitors. by eliminating ATM surcharge fees, which often disproportionately affect individuals with limited income or who rely on campus banking facilities for cash access.

  2. May increase access to banking services on campus. since students and staff can use ATMs without worrying about extra charges, possibly making campus life more convenient and promoting financial inclusion.

  3. Could influence university-bank agreements. by changing the incentives for banks to place ATMs on SUNY and CUNY properties, potentially affecting the availability or terms of on-campus ATMs and related services.

  4. Sets a precedent for consumer protection. in public university settings, potentially paving the way for similar fee restrictions at other public facilities or in other states.
