What's happening
This bill restores aid to localities with video lottery gaming facilities to 2008-2009 levels and adjusts related budget appropriations.
Why it matters
Restores full state aid payments to municipalities hosting video lottery gaming facilities. , reversing prior cuts and returning funding to the higher 2008-2009 levels, which could help local governments address budget shortfalls or fund public services.
Increases overall budget appropriations for local government assistance. and specifically raises the allocation for municipalities with video lottery facilities, meaning more direct financial support for the communities impacted by gaming operations.
Changes the calculation method for aid payments. so that eligible municipalities will receive the same amount of aid as they did in 2008-2009, rather than a reduced percentage, providing more predictable and potentially larger funding streams.
Applies changes retroactively to April 1, 2013. , which could result in additional payments or adjustments for past fiscal years, potentially impacting local budgets and planning retroactively.
