What's happening
This bill expands property tax exemptions for living quarters built for elderly or disabled relatives closely related to the property owner.
Why it matters
Expands eligibility beyond parents and grandparents. by allowing exemptions for living quarters built for any relative within three degrees of consanguinity or affinity (including in-laws, siblings, aunts/uncles, nieces/nephews, etc.), significantly broadening the range of family members who can benefit.
Includes persons with disabilities. as eligible residents, not just those age 62 or older, meaning property owners can receive tax relief for constructing living spaces for disabled relatives—even if they are under 62—provided proof of disability is supplied.
May incentivize multigenerational and accessible housing. by offering a financial incentive to property owners to create living spaces for elderly or disabled family members, potentially helping families stay together and reducing reliance on institutional care.
Requires local adoption. so the exemption only takes effect if the local city, town, or school district chooses to enact it, meaning the impact of the law could vary widely across New York State depending on local government decisions.
