What's happening

This bill requires vehicles driven by individuals with probationary or DJ licenses to display "NEW DRIVER" signage, with penalties for noncompliance.

Why it matters

  1. Increases accountability for new drivers. By requiring "NEW DRIVER" signage, the law makes it clear to other motorists and law enforcement who is operating under a probationary or DJ license, potentially influencing how others interact with these drivers on the road.

  2. Creates new enforcement mechanisms. The bill gives law enforcement a straightforward way to identify and verify compliance with probationary license rules, making it easier to enforce traffic safety laws specific to inexperienced drivers.

  3. Imposes tangible consequences for noncompliance. If a new driver fails to display the required signage, their probationary period is extended by three months for each offense, increasing the stakes for following the rule and potentially delaying full driving privileges.

  4. Standardizes signage for clarity and fairness. By directing the commissioner to set rules for the size, placement, and color of the "NEW DRIVER" signage, the law aims to ensure that requirements are consistent and understandable for all affected drivers.

Who cares

  • Drivers with probationary, class DJ or limited class DJ licenses

The bill would require nonpermanent “NEW DRIVER” signage on all motor vehicles they use.

  • Drivers with probationary licenses

Each conviction for failing to use the required signage would extend their license probationary period by three months.

  • Department of Motor Vehicles

The commissioner would have to set rules governing the signs’ size, placement, color and use.
