What's happening
This bill makes it a class E felony to manufacture controlled substances in the presence of a child aged sixteen or younger.
Why it matters
Targets child safety in drug environments. By making it a felony to manufacture controlled substances when a child (16 or younger) is present, the bill aims to protect minors from exposure to dangerous, toxic, and potentially traumatic environments linked to drug production.
Raises legal consequences for certain offenders. The creation of a new felony offense means individuals involved in drug manufacturing face harsher penalties if children are present, potentially acting as a deterrent and increasing prosecutorial leverage in such cases.
Expands scope beyond meth labs. Unlike some prior laws that focus specifically on methamphetamine, this bill applies to all substances in Schedules I-V, broadening the range of drugs—and thus situations—where child endangerment penalties would apply.
