What's happening
This bill amends the structure and responsibilities of the New York State Insurance Advisory Board, reducing its size and updating its mission and procedures.
Why it matters
Reduces the number of advisory board members and changes its composition. By shrinking the board from 17 to 10 members and shifting the balance toward more representatives of domestic insurance companies and consumers, the bill aims to streamline decision-making and potentially give more weight to local industry and consumer interests.
Expands the board’s focus to align with the Department of Financial Services’ mission. The board’s mandate is broadened from simply promoting industry growth to also furthering the department’s overarching mission, which can include consumer protection, financial stability, and effective industry regulation.
Increases flexibility and modernizes meeting procedures. The bill allows meetings to be held remotely via conference call or similar technology and permits a designee (not just the superintendent) to preside, reflecting modern workplace practices and potentially increasing participation and efficiency.
Shifts board’s role from mandatory to discretionary and advisory. The board’s duties change from “shall” to “may,” making its recommendations optional rather than required and clarifying that it has no executive or administrative power. This could reduce bureaucracy while still enabling the board to provide strategic input when requested.
