What's happening
This bill creates a program to provide technical and financial support for micro business outreach centers serving small businesses in New York.
Why it matters
Targets the smallest businesses. By defining "micro businesses" as those with fewer than five employees, the bill is focused on supporting the most vulnerable and underserved enterprises, which often lack resources and access to traditional business support.
Prioritizes isolated and underserved communities. The program is designed to reach communities that are geographically or socially isolated from the mainstream economy, aiming to bridge gaps in economic opportunity and inclusion.
Emphasizes coordinated, efficient use of resources. By building a network of outreach centers and setting criteria for their selection, the bill seeks to maximize the impact of limited economic development funds, encourage sharing of information, and ensure consistent, high-quality support for micro businesses.
Requires ongoing evaluation and transparency. The annual reporting mandate to state leadership ensures the program’s effectiveness is monitored, with recommendations for further legislative action if needed, promoting accountability and continuous improvement.
