What's happening
This bill requires New York City to notify residents within a half mile of public work projects about the project's details and expected disruptions.
Why it matters
Improves transparency and preparedness. By requiring detailed notifications about construction or public works, residents can better prepare for disruptions (like traffic, noise, or utility outages) and make informed decisions about their daily routines.
Focuses on large-scale, longer-term projects. The exemption for projects under 48 hours (unless utilities are disrupted) means the law targets major activities likely to significantly impact neighborhoods, not just minor or emergency repairs.
Promotes accountability and communication. Mandating "sufficient signage" ensures that the city must communicate clearly and proactively, potentially reducing confusion, frustration, and complaints from affected residents.
Specifically impacts dense urban areas. Because the law only applies to cities with populations over one million (currently only New York City), it addresses the unique challenges and higher disruption potential in large, densely populated urban environments.

January 9, 2017

AN ACT to amend the general city law, in relation to requiring notice of public work projects to residents in certain cities
The People of the State of New York, represented in Senate and Assembly, do enact as follows:
Section 1. The general city law is amended by adding a new section 18-e to read as follows:

Any city with a population of one million or more shall, within three days of any construction project, repair work project or other public work project, notify residents within a half mile radius of the work site where such project will be performed of such project. Such notice shall be made with sufficient signage to readily notify such residents of the expected duration of such project, any interruption in utility services, and the general details of the work to be performed. Any construction project, repair work project or other public work project to be performed which a city anticipates will be less than forty-eight hours in duration shall not be subject to the provisions of this section, unless a disruption in a utility service is expected.
§ 2. This act shall take effect on the sixtieth day after it shall have become a law.
