What's happening

This bill creates regulations for hunting ranch facilities in New York, including licensing, enclosure, animal sourcing, and disclosure requirements.

Why it matters

  1. Limits the types of animals that can be hunted. By prohibiting hunting of animals captured from the wild, zoos, petting zoos, or circuses, the bill aims to prevent unethical sourcing and ensure only animals bred or raised for this purpose are hunted.

  2. Establishes animal welfare and ethical hunting standards. Requirements for fencing, allowing animals to use their natural instincts, mandatory guides, and a minimum two-day acclimation period aim to address concerns about fair chase and humane treatment.

  3. Creates oversight and accountability. Licensing through the Department of Agriculture and Markets, with specific application and compliance requirements (including proof of animal health), introduces state oversight to an industry that may otherwise lack standard regulations.

  4. Promotes transparency for patrons. The requirement to disclose that all animals are privately owned, and the prohibition against guaranteeing a kill, are intended to ensure customers are not misled about the nature of the hunt or the animals’ origins.
