What's happening
This bill bans the use of fuel oil grades no. 4 and 6 for heating in New York City residential buildings.
Why it matters
Accelerates air quality improvement. By banning the dirtiest heating oils (grades no. 4 and 6), the bill targets a major source of harmful air pollution (like soot and sulfur compounds) in densely populated areas, aiming to reduce respiratory and cardiovascular health risks for New Yorkers.
Promotes transition to cleaner fuels. Building owners will need to upgrade or convert their heating systems to use cleaner alternatives (such as natural gas, ultra-low sulfur oil, or renewable energy), driving investment in modern heating infrastructure and potentially lowering long-term maintenance costs.
Impacts building owners and tenants. The required switch may create up-front costs and logistical challenges for residential property owners, which could affect rent prices, building operations, and renovation timelines, especially in older buildings or those serving low-income residents.
Supports citywide climate and sustainability goals. The measure aligns with broader efforts to cut greenhouse gas emissions and meet New York City's long-term climate commitments, making housing stock more resilient and sustainable in the process.
