What's happening

This bill excludes the value of state forest preserve lands in the Adirondack and Catskill parks from school aid calculations.

Why it matters

  1. Helps ensure more accurate and equitable state aid to school districts. in the Adirondack and Catskill park regions by preventing large amounts of untaxable state-owned forest land from artificially inflating local property values used in school funding formulas.

  2. May increase state aid for rural and small-town school districts. that contain extensive forest preserve lands, since their "actual valuation" will now better reflect the true taxable property base that supports local schools.

  3. Addresses concerns about fairness in education funding. , as communities with vast state-owned lands often struggle to raise local revenue but were previously penalized in aid calculations as if that land contributed taxable value.
