What's happening

This bill establishes a moratorium on new state facility site selections in New York City until a review of facility oversaturation is completed.

Why it matters

  1. Temporarily halts the opening or selection of new state-run group homes and residential facilities in NYC. until a detailed review is completed, potentially slowing the expansion of state-supported housing or services in affected neighborhoods.

  2. Requires an official assessment of “oversaturation” of state facilities. specifically looking at clusters within a half-mile radius and setting a suggested cap of 50 residential beds per area, which may address concerns about local concentration of such facilities.

  3. Mandates the governor to develop a plan to correct facility oversaturation. , which could influence where future group homes and social service facilities are located, possibly redistributing the burden more evenly across the city.

  4. Broadens the scope of what is considered when evaluating oversaturation. , including not just bed counts but also traffic, number of people served, and environmental/community impact—potentially leading to more comprehensive and community-sensitive siting decisions in the future.
